Job Description : Raytheon is supporting a U.S. Government customer on a large mission critical development and sustainment program to design, build, deliver, and operate a network operations environment; including introducing new cyber capabilities to address emerging threats. Raytheon Cybersecurity and Special Missions (CSM) is seeking Mission Assurance professionals to support the Government’s role in quality assurance throughout the design, development, and deployment of advanced cybersecurity capabilities. Responsibilities will include: Supporting an operational metrics driven feedback loop to enable the development team to enhance and prioritize development projects based on Operational needs. Collaborating with leaders and peers to establish mechanisms and tools necessary to improve processes based upon a continual cycle of collecting metrics, analyzing those metrics to find problem areas, implementing changes to the process to avoid those problems, and continuing to collect and analyze metrics to see if improvement actually resulted. Supporting the measures process and applies the ITIL 7-step Continual Service Improvement Model to continually assess the system performance, assure prioritized improvements, and facilitate reducing total operational costs. Teaming with the SE&I contractor to develop a QA Approach and Plan development (inclusive of DHS and Raytheon applicable governance processes), schedule Program Audits and identify areas for Continuous Process Improvement. Ensuring requirements are documented, maintained and controlled, to include USG applicable standards defined by DHS. Participating in program design reviews and ensure traceability is maintained. Supporting the development team to incorporate quality into an agile, DevOps environment to automated build and test activities throughout the development cycle Supporting the development of Test Plans, Readiness Reviews, witness Test execution and track deficiency reports. Ensuring procurement of DHS hardware meets DHS standards, to include creating and implementing a risk based approach to hardware configuration verification. Participating in the Systems Engineering & Integration working group with the Chief Engineer as a part of the requirements acceptance process to ensure understanding, clarity, and testability of imposed requirements. Participating in Raytheon’s capability deployment process to ensure proper configuration control and quality of delivered products. Participating in program Risk and Opportunity Assessment and Management processes. Required Skills: US Citizenship Active TS clearance with eligibility for SCI Ability to pass DHS Suitability background check Experience with ITIL Methodologies and delivery 6+ years of experience with Software / System Engineering in 2 or more disciplines (e.g., Mission Assurance, Risk Management, Quality Assurance, Network Operations, Agile Development etc.) 2+ Years in a customer-facing role Desired Skills: Application of Mission Assurance / Quality Assurance concepts in a large scale IT Development and Maintenance environment. Experience working with DHS. Knowledge of USG Standards (e.g., ISO 2000) and methodologies for IT Development (e,g,CMMI, DODAF). Experience working in an agile development environment Experience with Cyber Security capability development, delivery and operations Experience with Raytheon’s PWER methodology Experience with Agile Development and the implementation of Mission Assurance in a DevOps Environment Required Education: BS Systems Engineering, Engineering Management, Computer Systems Engineering, or related degree.
